Dear colleagues and scientists
The 21st National Congress and the 15th International Congress of QICL will be held between 30April - 3May, 2024. The theme of the 21st Congress entitled "The Medical Laboratories of the Future: Smart, Evidence-based and Accountable" is a collection of approaches from past congresses. In this congress, the central role of the Medical Laboratories in the country's health system and the role of big data in the establishment of new generation smart laboratories will be discussed. The Covid-19 pandemic showed how medical diagnostic laboratories adapted to the Diagnostic needs in a short period of time by changing their infrastructure and management and played a unique role in controlling the pandemic. This valuable experience showed the central role of medical laboratories in the public health of society. Despite this, medical diagnostic laboratories have not been treated as they deserve and they have not been given the necessary value. Therefore, considering the central role of medical diagnostic laboratories in medical diagnoses, in this congress we intend to represent this unique position of medical diagnostic laboratories in public health by holding various meetings and workshops. On the other hand, maintaining the intrinsic and central values ​​of medical diagnostic laboratories is a function of the forward movement through their adaptation to the scientific advances of the world. Meanwhile, artificial intelligence is one of the components that will change the position and role of medical diagnosis laboratories in the near future. Therefore, artificial intelligence and smart medical diagnosis laboratories will be the main pillars of the QICL 2024. Providing effective health-oriented services for laboratory workers depends on increasing knowledge and awareness. Scientific stagnation is the most important problem that threatens the provision of up-to-date services. Laboratory science is one of the fields of science that is evolving with very fast changes, so that every few years the previous knowledge is replaced by new findings. These rapid changes make it necessary to update information and present the latest scientific achievements. In this regard, the 21st congress will present the recent advances in laboratory science in the form of various educational panels and workshops. Another unique feature of this congress is the intersection of clinical sciences and laboratory sciences. In this congress, the presence of clinical experts in the panels is more prominent than in the previous congresses. This will provide an exceptional opportunity that will provide the possibility of a close exchange of opinions between clinical and laboratory experts and will cause the mutual scientific promotion of both fields. This congress is held in cooperation with national and international universities, organizations, associations, institutions and authorities, including IFCC, APFCB, EFLM, CLSI,  ilac-MRA and TBS. And this provides an exceptional opportunity for colleagues and experts in different fields of laboratory science to meet international colleagues in an academic environment.

We are sure that all the executive and scientific members of the Congress have tried their best so that the result of their one-year effort is a suitable and worthy scientific fund for all the participants. I hope that the 21st Congress will leave a memorable scientific memory in the minds of all participants. We are waiting for all of you colleagues, and scientists in laboratory and clinical fields in this prestigious congress.
